They are indeed on time in their given deadline of February 28, 2010.&lt;br /&gt;&lt;br /&gt;The SmartMatic delivered 82,000 machines. And the last batch of the delivery consist of the 13,580 units of PCOS or the Precinct Count Optical Scan that has arrived on February 27, 2010 Saturday.&lt;br /&gt;&lt;br /&gt;“We are proud to announce that all the PCOS machines are already in the Philippines, and the implementation calendar is being kept as planned," Cesar Flores said in a statement. In this case the Smartmatic/TIM as the winning consortium.&lt;br /&gt;&lt;br /&gt;As we all know the "little" dispute of Smartmatic and the Total Information Management  (TIM) was being resolved by a simple talk of the heads not by a childlike syndrome over a spilled milk.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;COMELEC&lt;/span&gt; spokesman James Jimenez stressed that unless the SC issues a TRO in response to a petition filed by lawyers headed by Atty. Francis “Chiz” Escudero, which inquired into the winning bidder’s poll automation contract awarded last June 10. Senators were told, after a series of probing questions.&lt;br /&gt;&lt;br /&gt;Senate President Juan Ponce Enrile and Sen. Richard Gordon took turns in questioning the areas identified as hubs and sub-hubs, some of which they found not strategically or geographically located as far as coverage of provinces placed in groupings or clustered polling precincts.&lt;br /&gt;&lt;br /&gt;Of the total 320,415 established precincts, there would be a cluster of a maximum of 5 precincts within the same polling center in a barangay. And the second question similar to the first, except that this time, the respondents were given a list of candidates to pick from.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style:italic;"&gt;The top 5 results were:&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;NUMBER ONE QUESTION: &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Escudero with 13.17 percent;&lt;br /&gt;&lt;br /&gt;Villar with 11.83 percent;&lt;br /&gt;&lt;br /&gt;Sen. Loren Legarda place third with 8.29 percent;&lt;br /&gt;&lt;br /&gt;the former President Joseph Estrada was in fourth place with 8.02 percent;&lt;br /&gt;&lt;br /&gt;and Sen. Unluckily for others who has the will to govern but doesn't have the "big M" or the money to win any election.&lt;br /&gt;&lt;br /&gt;Because if you do not have the money people or the voters will simply ignore your candidacy. And give your campaign paraphernalia a spit or a shit.&lt;br /&gt;&lt;br /&gt;And now, as the 2010 Philippine Presidential Election is at hand (only less than a year to go) candidacies are now being surfaced.&lt;br /&gt;&lt;br /&gt;There is the Makati City Mayor Binay, Defense Secretary Teodoro, Senator Manny Villar, Senator Mar Roxas, Senator Chiz Escudero, Senator Dick Gordon, Senator Loren Legarda, Vice President Noli De Castro just to name a few.&lt;br /&gt;&lt;br /&gt;But as time goes by, this list will still become a little more shorter. Because of low performance in the surveys (SWS, IBON, among others), losing of funds, and diminishing public support and popularity.&lt;br /&gt;&lt;br /&gt;Still 2010 has the very high turnout for the newly and first time voters. Having the numbers of 6 million youth registrants sought an opportunity to stand and participate in accordance of democracy, choice, and freedom.&lt;br /&gt;&lt;br /&gt;This is what former Senator Barack Obama of the State of Illinois, USA and now the President the most powerful country in the world. Youth's Power leads a nation for change.Youth's Power change a nation.
