SmartMatic competes Delivery of Poll Machines

The delivery of the poll machines for the May 10, 2010 elections is now completed by the consortium SmartMatic. They are indeed on time in their given deadline of February 28, 2010.

The SmartMatic delivered 82,000 machines. And the last batch of the delivery consist of the 13,580 units of PCOS or the Precinct Count Optical Scan that has arrived on February 27, 2010 Saturday.

“We are proud to announce that all the PCOS machines are already in the Philippines, and the implementation calendar is being kept as planned," Cesar Flores said in a statement. Cesar Flores President of SmartMatic Asia Pacific.

A number of factors, including shipping conditions and costly transport, had caused several delays in the delivery of machines from Suzhou in China in the past.

Under the contract, Smartmatic and its local partner Total Information Management (TIM) Corp. will be slapped with a daily fine of P7.5 million until the delivery is completed once it misses the February 28 deadline.

More than 68,000 PCOS units are being stored in a warehouse in Cabuyao, Laguna where they will undergo a series of test according to Commission on Elections (Comelec) chairman Jose Melo.

The Commission on Elections (Comelec) has approved only eight presidential candidates out of the 99 aspirants who have filed their certificates of candidacies (COCs) for the highest government position of the land.

Those who were allowed to run in the national elections were Sen. Benigno "Noynoy" Aquino III (Liberal Party), Olongapo City councilor JC de los Reyes (Ang Kapatiran), former President Joseph Estrada (UNO-PMP), Sen. Richard Gordon (Bagumbayan), Sen. Jamby Madrigal (independent), former Defense Secretary Gilbert Teodoro (Lakas-Kampi-CMD), Bro. Eddie Villanueva (Bangon Pilipinas) and Sen. Manny Villar (Nacionalista Party).

The Comelec was likewise announced the vice presidential aspirants. They include Sen. Mar Roxas (Liberal Party), Makati Mayor Jejomar Binay (UNO-PMP), former Metropolitan Manila Development Authority chairman Bayani Fernando (Bagumbayan), Sen. Loren Legarda (Nacionalista Party), Edu Manzano (Lakas-Kampi-CMD), broadcaster Jay Sonza (KBL), former Securities and Exchange Commission chief Perfecto Yasay (Bangon Pilipinas) and Dominador Chipeco Jr. (Ang Kapatiran).

The COMELEC also allowed 58 senatorial candidates for the next year's polls out of the more than 100 aspirants who had filed their respective COCs.

LAST DAY OF VOTERS REGISTRATION

The last day of the voter's registration will be this coming October 31, 2009.

The October 31, 2009 deadline will be subject to no extension. The Comelec also announced that the hours for registration had also extended to accommodate all first time voter who wants to participate in the 2010 election.

Voters’ registration in the Autonomous Region in Muslim Mindanao will run daily Mondays to Sundays from Oct. 19 to Oct. 31.

Due to the Filipino's Last Minute behavior Comelec spokesperson James Jimenez told reporters “We expect around 500,000 people will come to register in the next days".

CHIZ RESIGNS FROM NPC

Senator Francis "CHIZ" Escudero announced his resignation form the Nationalist People's Coalition. This was made in front of the expecting media, friends and crowds of supporters. The announcement of this resignation was in contrast with the expected 2010 Presidential plans of the senator aspiring for the presidency.

Philippine Election 2010 Updates

The Commission on Elections released the schedule for the Filing of the Certificate of candidacy for the upcoming Presidential National and Local Elections for next year.

With this, the commission also set its guidelines. The schedule for the Filing of the COC's or Certificate of Candidacy will be on November 20 to 30 of 2009.

In a resolution issued number 8678, COMELEC will be starting to receive COCs from November 20 up to midnight of November 30, 2009.

“For those who are going to run for the position of president, vice president and senator, they should file their COC with the Comelec Law Department in Intramuros, Manila,” the commission said in a statement.

Candidates who will run for the congressional districts in the National Capital Region should file their COCs at the office of the regional election director (RED) for Metro Manila.

The office of the provincial election supervisors, on the other hand, would receive the COCs for congressmen of legislative districts in the provinces and for provincial elective posts.

Last Sunday when the GMA Network launches its nationwide run for a cause event it was well answered by the people.

The GMA 7's Eleksyon 2010 na! Tatakbo Ka Ba? a nation's challenge for all Filipinos in this coming 2010 elections.

People supported this cause by waking up early and runs as 5km to 10 km fun run.

This was also attended by the Presidential and Vice Presidential hopefuls.

This event was a success as the possible candidates had sworn in a covenant in front of the masses and to some public officials and personalities to act as witnesses.

Pulse Asia's "Ulat ng Bayan"

Pulse Asia released yesterday the newest non-commissioned survey results for the presidency.

It has showed that Senator Manny Villar has gained still the top choice for being the president of the republic this coming 2010 elections.

The Pulse Asia's August 2009 "Ulat ng Bayan" a national survey shows that out of 4 adult Filipino 1 will certainly choose Senator Manny Villar as president or a strong 25% would vote for Villar.

The said survey was conducted from July 28 to August 10 and it was a face-to-face interview with the respondents with 1,800 adults.

The respondents were asked, “Of the people on the list, whom would you vote for as President of the Philippines if the elections of 2010 were held today and they were presidential candidates?” The respondents were provided with 15 names of probable presidential candidates.

And Estrada and DeCastro we're in the second place with 19 and 16 percent respectively.

In another survey the Social Weather Stations that was conducted for the second quarter of this year 2009, Senator Manny Villar tops the survey with a huge 33% of the 1,500 respondents.

Philippine Election 2010 Updates: Contract Signing a GO IF

The poll automation deal for the 2010 Presidential election will be signed if there is no TRO issued coming from the highest court of the land.

The temporary restraining order of the TRO will be the only hindrance in signing the contract between the winning consortium and the COMELEC. In this case the Smartmatic/TIM as the winning consortium.

As we all know the "little" dispute of Smartmatic and the Total Information Management (TIM) was being resolved by a simple talk of the heads not by a childlike syndrome over a spilled milk.

COMELEC spokesman James Jimenez stressed that unless the SC issues a TRO in response to a petition filed by lawyers headed by Atty. Harry Roque, the signing of the deal will push through.

The spokesman also stressed that the COMELEC will try to do their housekeeping putting the country's future elections specially this coming 2010 polls in order.

2010 Poll Automation UPDATES: DEAL BEING HALTED AGAIN

Commission on Elections COMELEC Chair Jose Melo admitted Tuesday hinting at the possibility of conducting next year’s elections manually.

"The chances of the poll automation on next year's election is very, very, very slim.".

This statement was released after the TIM or the Total Information Management Corporation backed out from the partnership of the Smartmatic Corp. the consortium who won the bidding for computerizing next year's election.

The Chairman of the commission stated that we must prepare for a manual election next year. For the time now is very short, indeed they will never call for a repeat bidding.

The bidding rules also stated that the Smartmatic is prohibited from looking for another partner or a replacement just to push the 11.3 billion deal for a poll automation.

The reason why TIM backed out remains unclear for all parties.

At the said Senate hearing by the committee on constitutional amendments, revision of codes and laws headed by Sen. Francis “Chiz” Escudero, which inquired into the winning bidder’s poll automation contract awarded last June 10. Senators were told, after a series of probing questions.

Senate President Juan Ponce Enrile and Sen. Richard Gordon took turns in questioning the areas identified as hubs and sub-hubs, some of which they found not strategically or geographically located as far as coverage of provinces placed in groupings or clustered polling precincts.

Of the total 320,415 established precincts, there would be a cluster of a maximum of 5 precincts within the same polling center in a barangay. There would be 80,136 clustered precincts to function in May 10, 2010, where the same number of counting machines will be deployed.

Under the contract with Smartmatic, the government will purchase 82,200 ACMs, the more than 2,000 units will serve as back-up machines in the event some machines bog down.

Pulse Asia Survey Results of MAY 4 to 17

Based on the May 4-17 survey of Pulse Asia, the race remains tight with Vice-President Noli de Castro, Senator Francis Escudero, former President Joseph Estrada, Senator Manuel Villar, and Roxas in a statistical tie.

De Castro was chosen by 18% of respondents; Escudero was chosen by 17%; Estrada by 15%; Villar by 14%; and, Roxas by 13%.

The survey has a margin of error of plus/minus 3%.

Senator Mar Roxas was the biggest gainer in the scope of this Pulse Asia Survey. While Senator Loren Legarda was the biggest loser among the roster of possible candidates.

The survey is based on a sample of 1,200 representative adults 18 years old and above.

SMARTMATIC and the Php 11.3-B poll automation contract

The Commission on Elections (Comelec) en banc has awarded the P11.3-billion contract for the controversy-tainted poll automation project to the consortium of Smartmatic and Total Information Management (TIM).

Smartmatic will supply the 82,500 voting machines for next year’s first automated elections on a nationwide scale.

In a two-page resolution, the commission en banc under Chairman Jose Melo adopted the recommendation of the controversy tainted Special Bids and Awards Committee (SBAC) that was submitted last June 3, 2009.

“After due deliberation, the Commission resolved to approve the report/recommendation of the SBAC dated June 3, 2009 confirming TIM/Smartmatic as the bidder with the lowest calculated responsive bid and to award the contract for the automation of the elections on May 10, 2010 to the said joint venture," the order said.

The order also directed SBAC to issue the notice of award to TIM/Smartmatic so that it could start manufacturing the machines that would be used in the elections.

So this is it! The poll automation on the road.

CHIZ ESCUDERO tops IBON Presidential Survey

The survey consist of two questions asked to the 1,496 respondents and this was conducted from dates April 17 to 26.

In the first survey question, respondents were asked who will they vote for in the 2010 presidential elections, without giving them any names. And the second question similar to the first, except that this time, the respondents were given a list of candidates to pick from.

The top 5 results were:

NUMBER ONE QUESTION:

Escudero with 13.17 percent;

Villar with 11.83 percent;

Sen. Loren Legarda place third with 8.29 percent;

the former President Joseph Estrada was in fourth place with 8.02 percent;

and Sen. Panfilo Lacson placed fifth with 7.55 percent.

NUMBER 2 QUESTION:

Escudero was still on top picked by 16.98 percent;

Villar with 14.64 percent;

Legarda with 12.10 percent;

Estrada with 9.63 percent;

and Vice-President Noli de Castro with 8.76 percent.

The IBON survey used a multi-stage probability sampling scheme and has a margin of error of plus or minus 3 percent.

Election for 2010 is History in the Making

In the Philippines we see every election as business or even a game of chances. Unluckily for others who has the will to govern but doesn't have the "big M" or the money to win any election.

Because if you do not have the money people or the voters will simply ignore your candidacy. And give your campaign paraphernalia a spit or a shit.

And now, as the 2010 Philippine Presidential Election is at hand (only less than a year to go) candidacies are now being surfaced.

There is the Makati City Mayor Binay, Defense Secretary Teodoro, Senator Manny Villar, Senator Mar Roxas, Senator Chiz Escudero, Senator Dick Gordon, Senator Loren Legarda, Vice President Noli De Castro just to name a few.

But as time goes by, this list will still become a little more shorter. Because of low performance in the surveys (SWS, IBON, among others), losing of funds, and diminishing public support and popularity.

Still 2010 has the very high turnout for the newly and first time voters. Having the numbers of 6 million youth registrants sought an opportunity to stand and participate in accordance of democracy, choice, and freedom.

This is what former Senator Barack Obama of the State of Illinois, USA and now the President the most powerful country in the world. Youth's Power leads a nation for change.Youth's Power change a nation. And now it is here, in my country, our country.
